Analisis Kesiapan Sosial dan Kelembagaan Nelayan Desa Kurau dalam Implementasi Ekonomi Biru
Abstract
This study aimed to analyze the level of social and institutional readiness of fishing communities in Kurau Village to support blue economy implementation and to identify strategies for strengthening it. The study was conducted in Kurau Village, Koba District, Central Bangka Regency, from July to October 2025. Data were collected through surveys and interviews with 40 fishers using gillnets, lift nets, hook and line, and traps, with 10 respondents representing each fishing gear group. Analysis was conducted using a scoring method based on five dimensions: blue economy knowledge and understanding, community participation, existence and strength of local institutions, legality and organizational structure, and access to financing and technical assistance. The results showed that the overall social and institutional readiness score was 2.45, categorized as approaching readiness, indicating that the community was relatively prepared but still required improvements in institutional capacity, organizational legality, and access to financing. Community participation had the highest score (2.90), while legality and organizational structure had the lowest score (2.12). By fishing gear, lift-net fishers had the highest readiness score (2.87), followed by hook-and-line fishers (2.68), trap fishers (2.52), and gillnet fishers (1.72). SWOT analysis placed Kurau fishers in Quadrant I (Strengths–Opportunities) with coordinates of (0.71; 0.56). The SO strategy ranked first with a score of 4.36, prioritizing the establishment and legalization of a fishers’ cooperative by leveraging social capital and government support, strengthening networks and market information, and improving literacy, managerial capacity, and access to financing, particularly for gillnet fishers. This strategy is expected to strengthen fishers’ readiness to support an inclusive, self-reliant, and sustainable blue economy.
